Collins says it's mostly a synonym for "target" or in German "Zielscheibe" which is also "target" in English.

Yes, it is. Spanish and Portuguese are both based on Latin, so there is huge overlap.

I'm guessing they painted whatever soldiers had to shoot or hit with white and it somehow became the word for target eventually

How do you call the center of a bullseye in spanish? We say mosca (fly)

Depends on which country or region, but it's "la diana" or "el centro del blanco"
