What people don't seem to know, or understand is that there is a systemic problem. The level takes it out of the context of individual bad behavior, cop out analysis, to systemic policies by government in our country's history.

Drug laws that target crack cocaine and charge it differently than its cousin, powder cocaine. One that mostly blacks and browns use at higher rates than whites.
