And some restaurants put ketchup in a bowl and serve it with bagged tortilla strips and consider it Mexican food.

Apparently in Italy they put some version of tomato sauce in a bowl with chips, might have been ketchup. I saw it the story on Yahoo.

The woman made a stupid assumption. "Chips" means potato chips in many parts of the world. "Salsa" just means sauce (as you know).

In Ohio, according to my guy, they have a plate of food they call "chili" which is nothing like Tex-Mex chili, it's sounds horrid.

I think we don't know what's out there until we, or someone we know, experiences it.

Shepard's pie, ham, salad. The ham is a bit awkward as we are having ham and roast goose tomorrow but my sister in law insisted on bringing it so I guess we will be very tired of ham after Xmas. My wife made pigs in a blanket as a d'oeuvre.

Tex Mex chili (really just Texas chili) is beanless and it makes a decent dip once cheese is melted into it. Often they use processed American cheese.

I went the last way and just bought it at Costco. They use beef instead of lamb. Not bad but very convenient.

"Chips" could be potato chips, french fries, taco chips, etc, depending on what part of the world you are in.

"Salsa", which means sauce in both Italian and Spanish, will usually be the type of sauce that will pair well with the particular chips. The point is that the restaurant in the story you posted was not trying to pass off potato chips and ketchup as a Mexican dish. The mistake was made by the person making the order.
