So doing some digging, this trucking company was exactly what I expected it to be: A small fleet of old junk tractors, which was incorporated only two years before crash. Owner has a name that I cannot pronounce. Multiple FMCSA violations on record, including:

Violations for hiring drivers that cannot communicate in English. It's clear that this shithole company was hiring drivers that couldn't communicate in English, so dude who crashed probably couldn't even read the runaway truck ramp sign. He was also inexperienced, and probably paid less than minimum wage, because that's how these companies roll.

I've said it before: You do NOT want cheap and inexperienced when it comes to moving 40+ tons down mountain highways. But, this is what happens when you de-regulate an industry and flood it with people from the third world.

A loaded truck going down a steep grade will pick up speed like you couldn't imagine. You'd have to actually drive one to understand just how brutal gravity can work.
