Because every time we hit it, they just raise it anyway -- except that it turns into a tempest in a teacup, with the negotiations for the limit increase coming with assloads of profligate spending bundled in. So my guess is that he means to take that regular opportunity for earmarking away from them.

Frankly, I'd have preferred to see another solution; for example, a total prohibition on spending having any part of debt ceiling limit negotiations.

But maybe that can't be done by the Executive branch. I'd be surprised if eliminating the debt ceiling can be, either, and I wouldn't be surprised to see a Judge put the kibosh on that, too.
