See, this is a public policy issue. How many resources are we going to expend to ensure that a handful of cases across, let's say North America, are going to be prevented?
Who's going to enforce these issues? At what stage of transitioning will the laws draw lines?
What if a trans person was born a man, then went through full transitioning? Is that person still a "man" and uses men's rooms? If yes, what guarantees that person's safety? Will it be a hate crime if they're brutalized?
If we find a male, that simply threw on women's clothes, and entered a woman's restroom/locker room and showed his penis, how would he be treated legally?

Yes, the gyms I have belonged to have shower stalls with curtains and dressing areas with privacy stalls as well.
I'm guessing most transwomen are just as uncomfortable being naked around strangers as well. They're open to whatever reactions they might elicit with their non-conforming bodies if they haven't fully transitioned.
This is a whole lot of bullshit, again, for a handful of cases where actual males have crossed lines.
And males who are willing to cross lines, don't give a fuck for anyone's "rules".
