You can't legally drive in any state with less than 20/40 vision, unless you've got a limited license and you're wearing special telephoto lenses to give the required minimum vision, but even then the field of view would be quite restricted and that's why such licenses are limited to travel from home to work or emergencies.

One of the biggest downsides of a town as small as Holbrook is also one of its biggest benefits -- the 'authorities', such as they are here, don't much give a shit about what goes on unless you cause an all-out catastrophe. We go mofos here riding around on 3-wheeler and 4-wheeler ATVs; no plates, no licenses, (most likely) no insurance -- and nobody gives a hint of a shit unless the bozos crash into something/someone while doing it.
Hook me up with a Polaris Expedition Northface, I'd ride in style and, so long as I don't crash it, nobody would even pull me over.
